Pursuant to Regulation (EC) No 1072/2009 of the European Parliament and of the Council on common rules for access to the international road haulage market, Regulation (EU) No 2020/1055 of the European Parliament and of the Council and Cabinet Regulation No 122, hauliers must carry out international carriage using category N vehicles or category N vehicles with a trailer or a semi-trailer that have a permissible laden mass (including the trailers) exceeding 3.5 tonnes subject to receipt of a Community licence following obtaining a special permit (licence) for the commercial carriage of goods by goods vehicle.

The Community licence is issued for a period of up to 10 years, but not exceeding the expiry date of the special permit (licence) for the commercial carriage of goods.

The Community licence is issued subject to the undertaking’s transport manager holding a Certificate of Professional Competence in the international carriage of goods or international carriage of goods/passengers issued in Latvia or a member state of the EU or EEA.
