Pursuant to Article 4(3) of Regulation No 1072/2009, a haulier issued with a Community licence for international road haulage must be issued with a certified true copy of the Community licence for international road haulage in the EU for a specific goods vehicle. A certified true copy of the community licence is issued for a period of 12 months, not exceeding the validity period of the Community licence issued to the haulier.
If international haulage operations are performed using category N vehicles or category N vehicles with a trailer or a semi-trailer that have a permissible laden mass (including the trailers) exceeding 2.5 tonnes but not exceeding 3.5 tonnes that are subject to reduced financial requirements laid down in Article 7(1)(2) of Regulation (EC) No 1071/2009, the ‘Particular remarks’ section of the Community licence or its certified true copy must indicate: ‘≤ 3.5 t’.
If a hired vehicle is used, the hire must meet the conditions for road haulage operations using vehicles owned by other persons.
A certified true copy of the Community licence is issued if the technical condition of the vehicle has been evaluated as ‘0’ or ‘1’.
The certified financial security must correspond to the number of vehicles used for road haulage operations.
A certified true copy of the Community licence must be kept in each haulier’s vehicle and it must be produced for inspection on request by an authorised inspection officer.

- an application form;
- a copy of the hire contract, if applicable;
- a certificate of financial security, if applicable.
